[~LiJinglun]: how about creating a feature branch for this in the hadoop repo 
itself, getting everything ready for the final squash and merge through a chain 
of PRs which won't go through the normal yetus process. You could start with a 
very minimal stub module then add the production and test sources as well as 
all the documentation. I would recommend a few key web pages here
* getting started and configuration
* troubleshooting
* testing, including qualifying a new update to the dependencies.

Putting it into immediately put it on the path for merging. And as a committer 
you can do rebasing off the branch whenever you need to.
