### Description of PR
- Excluded commons-collections 3 and all instances of it along with
completely banned it from the build/assembly
- Upgraded to commons-collections4 and made migrated imports and code as per
the new package
### How was this patch tested?
Ran `mvn clean install -DskipTests` and ensure code build. Will see how
jenkins reacts with UTs!
