There are two kinds of work for ec blocks: (1) block copy (2) lock reconstruction. The decision of whether to perform block copy or block reconstruction is made in validateReconstructionWork, validateReconstructionWork happen after chooseTargets, so I think this problem will arise. Not only this problem, many bugs come from this. I think this decision should be made in scheduleReconstruction. For more info see: https://github.com/apache/hadoop/pull/6915.
