on Windows seems broken due to this change. Windows does not understand or 
support POSIX permissions. What would be the right fix for Windows? I am 
surprised that Windows run jar was broken for a long while and there was no 
other report here in JIRA. You see a lot of questions on the internet if you 
google, however. Thanks.
