This reverts commit a901405ad80b4efee020e1ddd06104121f26e31f. ### Description of PR [HDFS-14884](https://issues.apache.org/jira/browse/HDFS-14884) added a sanity check that broke thirdparty key providers. Instead of fixing it, let's just remove the sanity check. ### How was this patch tested?
