vcpkg is strange and awkward.
There is no way to set the version from the command line, only from vcpkg.json.
Boost is virtual package with 50+ boost subpackages, but there is no way to set
their exact version without enumerating every single one.
I've set the baseline version to the commit before the Boost 1.87.0 upgrade,
and dependency managed protobuf.
