### Description of PR
The SQLServer/FederationStateStoreTables.sql script contains duplicated
create statements and SQL syntax errors which makes
TestFederationSQLServerScriptAccuracy#checkSqlServerScriptAccuracy unit test
fail. Details can be found in
[YARN-11810](https://issues.apache.org/jira/browse/YARN-11810).
