junit5 regression, for junit 4 I had a nice design with defaults, a different
default for scale tests *and* the ability to override with system properties
I couldn't see an easy way to turn it back on for HADOOP-19610 and focused on
getting the tests working again.
As chris says, branch-3.4 should work...why not test there first
