Rebased onto the latest trunk to resolve the "please rebase and squash" note. The previous CI `-1` was caused by an unrelated flaky test (`TestBlockRecoveryCauseStandbyNameNodeCrash`), which does not touch the IBR code path; the new tests in this PR (`TestIncrementalBlockReportManager`, `TestIncrementalBlockReports#testIBRQueueBoundedWhenNNUnreachable`) all pass locally.
