### Description of PR
Enable the "Edit Capacity" button for "root" queue itself. Therefore, It is
possible to at weight/absolute capacity for root queue. This is to be able to
turn on dynamic child queue for root queue.
If user edit the capacity for "root" queue in relative mode to be different
from 100% then the `/validate` endpoint will not allow it to be saved.
The main change in this PR is to pass to the following CapacityEditor's
params when "root" queue's editCapacity button is clicked. It will pass "root"
as the parent-queue-path, origin-queue-path and also origin-queue-name. This is
implemented at `capacityEditor.ts -> resolveCapacityEditorLaunchTarget()`
### How was this patch tested?
Tested manually and able to set weight capacity for root queue and triggered
the dynamic child queue under "root":
