My github inbox is flooded with error messages from the
.github/workflows/update_build_status.yml job which is being run every 15
minutes on my fork of the apache repo as I've pushed a copy of the trunk branch
up there.
It's failing as I have no PRs. otherwise it'd just be wasting my GHA minutes.
Proposed: this doesn't run on forks.
