hadoop-project-dist is a pom parent that inherits JAR/test-JAR executions
for its distribution children. As the parent has no sources, those executions
created empty artifacts; Install 3.1.4 then used the assigned empty JAR as the
primary artifact and wrote it to the .pom path.

repository, breaking inherited dependency management in later module builds.
The fix adds skipIfEmpty to both inherited executions: the parent installs
its actual POM, while children with classes continue to produce their normal
JARs and test JARs.
