## Summary When ZKFC fails to bind its RPC server during startup, `rpcServer` remains null. The `finally` block then dereferences it and masks the original bind exception. Guard `stopAndJoin()` until the server has been constructed, while preserving the remaining cleanup. Adds a regression test that holds a loopback port and verifies the original `BindException` is propagated. ## Validation - Focused Surefire report for `TestZKFailoverController#testBindExceptionIsNotMaskedWhenZkfcRpcServerFailsToStart`: 1 test, 0 failures, 0 errors, 0 skipped. - The encompassing Maven invocation exited 1 after the test because Hadoop's `common-test-bats-driver` could not launch `/bin/bash` on this Windows host.
