### Description of PR Fixes [YARN-12049](https://issues.apache.org/jira/browse/YARN-12049). `FederationRMAdminInterceptor` creates a per-user executor but never shuts it down. `RouterRMAdminService` also discards cached pipelines on stop without closing them. Shut down the executor, close cached pipelines explicitly on service stop, and clean up partially initialized pipelines when initialization fails. Pipeline closure is idempotent and a shutdown exception in one cached pipeline does not prevent the others from closing. The existing finalization fallback remains for evicted pipelines; this patch does not immediately close pipelines on eviction. ### How was this patch tested? On JDK 17 with Maven 3.9.15: ```text mvn -o -B -pl hadoop-yarn-project/hadoop-yarn/hadoop-yarn-server/hadoop-yarn-server-router -Dtest=TestRouterRMAdminService,TestFederationRMAdminInterceptor -Dmaven.test.failure.ignore=false test ``` All 46 tests passed. Added coverage checks worker termination, shutdown before initialization, service stop before start, cached pipeline closure, repeated closure and finalization, a shutdown exception, initialization failure, and the existing cleanup fallback after eviction. `git diff --check` passed.
