## Problem
`AppsBlock` sends `[0, Long.MAX_VALUE]` as the application start-time range
even
when the web UI has no start-time restriction. `ClientRMService` consequently
calls `RMAppImpl.getStartTime()` and acquires the application read lock for
each
candidate that reaches this redundant filter.
## Solution
- Leave the start-time range unset when both bounds have their default
values.
- Preserve non-default ranges, inclusive boundaries, and invalid-range
validation.
- Add parameterized regression coverage and check the request after a
protobuf
round trip.
## Validation
- JDK 17.0.8, Maven Wrapper 3.9.15: reactor compilation passed.
- `TestAppsBlock`: 11 tests, 0 failures, 0 errors, 0 skipped.
- With the original production code, the default and explicit full-range
cases
fail (11 tests, 2 failures, 0 errors, 0 skipped).
- Fresh Surefire XML and `git diff --check` verified. Community CI is
pending.
- Contains content generated by Codex.
```sh
./mvnw -B -pl
hadoop-yarn-project/hadoop-yarn/hadoop-yarn-server/hadoop-yarn-server-common
-am \
-Dtest=TestAppsBlock -Dsurefire.failIfNoSpecifiedTests=false \
-Dmaven.test.failure.ignore=false -DforkCount=1 -DskipShade test
```
