   ### Description of PR

After YARN-12015 now the queue configuration is resolved once per refresh
and the resolved tree is installed on CapacitySchedulerQueueContext together
with the snapshot. Queue constructors, setupQueueConfigs and the settings
classes (CSQueuePreemptionSettings, QueueAppLifetimeAndLimitSettings,
QueueNodeLabelsSettings, QueueAllocationSettings, UserWeights) read their
ResolvedQueueConfig instead of calling the configuration getters, and take
inherited values from the parent's resolved configuration instead of the live
parent queue, so the resolver holds the only implementation of each inheritance
rule. Dynamic queues created at runtime are resolved with
QueueConfigResolver.resolveDynamicQueue.

Values that depend on runtime state stay live: the parent's queue state, the
sibling capacity-type gate, and the queue ordering policy name a child parent
inherits from the live parent policy's getConfigName().

Template entries are still written into the queue context configuration for
dynamic queues, because other readers of that configuration depend on them;
removing them is left for a follow-up.

   ### How was this patch tested?

UTs, launching CS on a cluster.

   ### For code changes:

   - [x] Does the title of this PR start with the corresponding JIRA issue id
(e.g. 'HADOOP-17799. Your PR title ...')?
   - [ ] Object storage: Have the integration tests been executed and the
endpoint
declared according to the connector-specific documentation? *Note:
Automated CI
testing doesn't cover all cases so manual testing with cloud storage
is still
         required.*
   - [ ] If adding new dependencies to the code, are these dependencies
licensed in a way that is compatible for inclusion under [ASF
2.0](http://www.apache.org/legal/resolved.html#category-a)?
   - [ ] If applicable, have you updated the `LICENSE`, `LICENSE-binary`,
`NOTICE-binary` files?

   ### AI Tooling

If an AI tool was used:

   - [x] The PR includes the phrase "Contains content generated by <tool>"
where <tool> is the name of the AI tool used.
   - [x] My use of AI contributions follows the ASF legal policy
         https://www.apache.org/legal/generative-tooling.html

Contains content generated by Claude Code.
