cc @vinayakumarb @pan3793 — could you take a look when you have time? @vinayakumarb you are the most recent substantive author of this code (HADOOP-14451, the NativeIO deadlock fix), so you know these shared caches and init paths best. @pan3793 you raised the deployment-precondition point on the JIRA and we'd really value your take on the graceful-degradation approach — the reply on HADOOP-20053 explains why we think making the "continue without native IO" promise actually hold is worth a small, isolated hardening patch.
