Here's a patch to move things around. It will make it easier to do HADOOP-8427,
HDFS-3458, and MAPREDUCE-4282 since there is now a home for the APT fies in
those projects.
I've attached a script to do the 'svn mv' operations. Jenkins won't be able to
test the patch because of this, so I ran test-patch manually. The javadoc
warnings are spurious since this change doesn't touch any Java files.

{color:green}+1 @author{color}. The patch does not contain any @author
tags.
{color:red}-1 tests included{color}. The patch doesn't appear to include
any new or modified tests.
Please justify why no new tests are needed for this
patch.
Also please list what manual steps were performed to

total number of javac compiler warnings.
{color:red}-1 javadoc{color}. The javadoc tool appears to have generated
-6 warning messages.
