Attachment: HADOOP-8946-branch-trunk-win.patch
The attached patch creates a new Maven profile named native-win, which calls
msbuild to compile winutils. I also used maven-enforcer-plugin to help make it
clear that the native profile can't work on Windows and the native-win profile
can't work on Linux or Mac.
