hadoop-env.sh as included in the 2.0.2alpha release tarball contains:
export HADOOP_CLIENT_OPTS="-Xmx128m $HADOOP_CLIENT_OPTS"
This overrides any heap settings in HADOOP_HEAPSIZE.
