Here's just the FSTestWrapper-related changes broken off from my patch on
HADOOP-9355. It's not a complete wrapper for {{FileContext}}, but it is
complete enough for all the symlink tests.
It'd be great if we could just get this committed, and add in the missing
methods as needed as tests are ported to use the new interface.
