+1 on this idea.  I've filed HADOOP-9483 to address winutils readlink 
separately.  I've transferred the relevant design discussion and watchers to 
the new ticket.

I'll work on one more version of the current HADOOP-9043 patch to address 
Ivan's last round of feedback, but there was one piece of feedback that I 
didn't quite follow:

Could you elaborate on this?  There are 2 call sites for this method, and they 
both need to convert the result to string, which is why I kept the method
