This problem was reported initially for the shell scripts in HADOOP-9455. This
issue tracks the same problem for the Windows cmd scripts. Appending
HADOOP_CIENT_OPTS twice can cause an incorrect JVM launch, particularly if
trying to set remote debugging flags.
