In HDFS-4846 we remove the unwrapping RemoteException part for
allowSnapshot/disallowSnapshot, in order to clean their output stacktrace for
invalid arguments. If we need to unwrap the RemoteException here, we may also
want to update the DFSAdmin accordingly to truncate the exception msg for
allowSnapshot/disallowSnapshot.
