Description: HADOOP-9164 introduced a new native API to get the library
path for the Hadoop native libraries and other third party native libraries.
There is no equivalent support of this native API in the original patch. This
JIRA is created to track the work to support
{{NativeCodeLoader#getLibraryName}}. We also have a build break on Windows due
