I think the latest patch fails when the build has snappy available, but the
runtime does not. Correct me if this isn't true. I think Jason's suggestion of
just checking SnappyCodec.isNativeCodeLoaded() makes sense and will catch all
the cases where these tests should be skipped. I attached a patch with that
change.
