the wiki mentioned that with namenode HA mode, it is not necessary and an error
to start a secondary namenode. While currently sbin/start-dfs.sh still launch
the secondary namenode even nothing related is configured in hdfs-site.xml.
Should this be fixed? or people just don't use it for launch NN HA?
