Thanks for review!

Currently, hadoop-main pom doesn't define encodings, but few of the subprojects 
do in their own POMs. Since there is probably no good reason for some of the 
other subprojects to not use UTF-8, I've actually added the encoding settings 
into hadoop-main POM (under hadoop-common), and removed from all other places.
