{{TestFileUtil}} contains some assertions that check {{java.io.File#canRead}}.
These assertions fail on Windows. The {{java.io.File}} methods for checking
permissions are known to be buggy in JDK 6. We can replace these calls with
our own custom {{FileUtil#canRead}}, which is correct on all platforms.
