Thanks [~tucu00], at runtime, we had already checked whether the loaded openssl
library supports AES-CTR, if not, will cause
{{OpensslCipher.isNativeCodeLoaded()}} false.
Now that snippet of cmake script makes sure correct Openssl version is chosen
for compiling.
