[~jnp], this patch contains just the Hadoop Common portion of the code that you
reviewed on HDFS-5202. There is one small difference here compared to last
time in {{TestNativeIO}}. I realized that we can re-enable a test that used to
be skipped on Windows now that I committed HADOOP-10808 this morning.
