Release Note: This change enables the TCP_NODELAY flag for all Hadoop
IPC connections, hence bypassing TCP Nagling. Nagling interacts poorly with TCP
delayed ACKs especially for request-response protocols.

Committed to trunk and branch-2, resolving with release note.
