bq. In Rumen test.tools.input.dir won't support fully qualified path anymore
test.tools.input.dir supports file://... for pointing LocalFileSystem. Users 
can use it.
bq. Swift must be checked as well. I am not familiar with it.
I searched Path.makeQualified(FileSystem) pointing another FileSystem, but I 
couldn't find them in the test code. All the path don't have its scheme.
