So the current QUOTA_HEADER actually has a spelling error in it.

I think what I want to do is:

a) Change the header to the way Jonathan had it, since it makes more sense
b) Mark this an incompat change

I recognize this means the patch is only going to trunk.

Also, I'm not sure why TestHDFSCLI is breaking.  It isn't for me.
