Uploaded new patch :
* Fixed {{index.apt.vm}}
* Reusing {{KMSAcls.java}} to load KeyAcls
* If key acl name is not found, then the fallback key with name {{\*}} is used. 
The acls can explicitly be configured using : {{key.acl.\*.<OP_TYPE>}} etc.. If 
this is not explicitly configured, then the default acl string of {{\*}} is set.
