Thank you for this patch, Gregory. It looks good to me.
We've gone back and forth on the quotes a few times. At this point, we've seen
evidence that they are significant, for example in Oozie. Can we please add a
test assertion to make sure that the cookie value is wrapped in quotes? That
would help prevent a regression.
Before I commit this, I'd also like to do some manual testing of Oozie with
help from [~venkatnrangan].
