Updated patch which enables {{fs.contract.supports-append}} , so that
regressions are caught.
Anecdotally, what *should* we expect from testRenameFileBeingAppended,
[[email protected]] ... ? I can *update filesystem.md* to match that, and then
we can test other filesystems beyond that. Depending on your answer *Maybe
this test be disabled in blob stores.*
