note that jets3t is inconsistent itself, with both transitive 1.1 and  1.1.1 
dependencies

# if the activation dependeny is excluded from under jets3t then everything 
else will stay as is —for now—. This will isolate the jets3t patch from having 
impact across the entire codebase
