I updated the patch based on Colin's comment.
* got rid of TraceSamplerFactory. Users must use
{{hadoop.htrace.sampler.fraction}} instead of
{{htrace.probability.sampler.percentage}}.
* added TraceUtils and moved HTraceConfiguration related code to there.
