Currently not excluding commons-httpclient which is EOL (see
http://hc.apache.org/httpclient-3.x/) and appears to conflict with its
replacement org.apache.httpcomponents:httpclient (see
http://hc.apache.org/httpcomponents-client-ga/)
This appears to be introduced in HADOOP-9557.
