It could be good to combine with an {{openAt(Path, offset)}} operation, to
specify the initial offset for a read. Otherwise you see traces (Especially
with object stores) of open (one HTTP GET) followed by an immediate seek() and
a second GET.

# consistency & ordering guarantees must be "none": read ordering is based on
decisions by FS & OS; changes in the file may or may not be visible *during the
operation*
# any attempt to read past the EOF will trigger an EOF exception. This MAY
happen during the operation, rather than checked up front.
# is it an error if I ask for overlapping ranges?
