[~aw], based on HADOOP-11792 I removed those lines that copy CHANGES.txt to
stage directory.
Also based on HADOOP-11743 add a line to call clean with releasedocs profile.
Last but not least, based on HADOOP-11731 generate the site.
Please let me know if any more modification is required.
