Uploaded the patch. Summary:
* Added necessary header file and lib file wrapping the relevant ISA-L
functions;
* Added a {{erasure_code_test}} utility to test and verify the building and
library support;
* Added corresponding section in the {{BUILDING.txt}} doc for the new native
support.
It's fine tested on Linux system, no test yet on Windows.
