One small correction, I asked infra about this recently while updating the
HowToRelease wiki, and we are supposed to be using this file for KEYS:
https://dist.apache.org/repos/dist/release/hadoop/common/KEYS
The group/hadoop.asc only has the keys that committers have uploaded on
id.apache.org, which means they come and go. The KEYS file needs to have all
keys ever used to sign a release, even if that committer is no longer a
committer or changes their keys on id.apache.org.
