Well, essentially it doesn't have to but for my easy I organized the codes in
the way, when I broke down the large patch originated from HADOOP-11847. I
thought I can re-base this patch since HADOOP-11921 was already in and resolve
the minor deps in some minor test codes. Thanks for your good reminding.
