I have done the following:
* Create a new feature branch in git named HADOOP-12111.
* Add hadoop-common-project/hadoop-common/CHANGES-HADOOP-12111.txt for tracking
commits of sub-tasks without running into merge conflicts on the main
CHANGES.txt.
* Create a HADOOP-12111 version in jira, so all sub-tasks can be resolved with
fix version set to HADOOP-12111.
