Should we add rubocop to the default Dockerfile, like pylint? It is currently
Hadoop-centric, but Hadoop itself doesn't need ruby.
Such as HADOOP-12270, should we de-hadoop-ify the default Dockerfile and create
project-specific Dockerfiles?
