MetricsSystemImpl creates MetricsSourceAdapter with wrong time unit parameter.
MetricsSourceAdapter expects time unit millisecond for jmxCacheTTL but
MetricsSystemImpl passes time unit second to MetricsSourceAdapter constructor.
