Yeah, that didn't seem to be the cause, removing the exclusion didn't work.  I 
found that adding the io.netty dependency in both the hadoop-common/hadoop-nfs 
pom and the hadoop-hdfs pom worked. And in hadoop-hdfs both io.netty and 
io.netty-all are needed, kinda odd.  If you guys think this is better (does not 
change hadoop-common), I will go ahead and submit a patch for it.
