[~cnauroth], the original intention of this jira is to remove the use of
DEPRECATED_UMASK_LABEL in {{FsPermission#getUMask}}, the title was "Throw an
Exception when fs.permissions.umask-mode is misconfigured" but changed by
Haohui before it was commit.
